Please note that Ms Nicky Fiedler is currently absent from work, and Mr Earl Mckenzie no longer works for the Council. Dear Ms Pack, thank you for your response and for confirming that parts of my request have been logged under FOI reference 26-0864. However, a number of the issues raised are not Freedom of Information requests, but operational, service, and policy matters that require a direct response.

Non-FOI matters requiring a response:

  • Confirmation as to whether any unofficial or "tolerated" waste collection points exist on public land, particularly where commercial waste is regularly left alongside fly-tipped material.
  • A list of any locations where the council has formally authorised businesses to leave commercial waste on public land for collection.
  • Clarification on how mixed fly-tipping sites are handled in practice — whether contractors must remove all waste or only attributable waste.
  • Details of the council's enforcement approach for businesses using private waste contractors, including how duty-of-care obligations are monitored.
  • What targeted actions will be taken at known fly-tipping hotspots in Southall Green.
  • Details of any internal reviews undertaken to understand the drivers behind the increase in fly-tipping.

Communication and engagement questions:

  • Whether it is now council policy that residents must exclusively use the My Account portal, including those with limited digital access or limited English proficiency.
  • Whether officers have been instructed not to respond to direct email or written correspondence from residents.
  • Whether the My Account system provides case-specific, accountable responses or operates as a largely automated system issuing generic replies.
  • Confirmation of who is currently responsible for street cleaning and fly-tipping services, given that Mr Earl McKenzie is no longer in post.
  • Why Mr McKenzie's @ealing.gov.uk email address remains active with no automated redirect in place.
  • Whether it is normal practice for the office of Tony Singh to ignore emails from residents without acknowledgement or redirection.
